一流域内で水田として開発できる面積は水源となる河川の流量特性によって強く制約される.本報は,日本とよ く似た温帯モンスーン気候で水田水稲作を行っている韓国を対象に河川の流量特性を検討し,日本の河川と比較分 析を行った.分析には韓国の主要河川 14 箇所の 10 ~ 30 年間の日流量データを用いた.その結果,次のことを示し た.1)年非超過確率1/10で評価した韓国の河川は水田灌漑期間の渇水時比流量が0.1~0.2 m3/s/100 km2程度で,日本 の約 1/10 と極めて小さい.2)その要因は,韓国では日本と比べて非灌漑期である 10 ~ 3 月の降水量が極めて少なく, 山地流域の地質が影響している可能性があると推定される.3)灌漑期間中に一定流量を供給するために必要なダム の貯水池容量は,日本の河川の数倍以上と大きい.それは,ダムからの補給期間が長いという流量特性による.4) このことが,韓国では日本と比べて河川自流灌漑による水田開発の面積が限られ,大規模なダム開発がなされる現 代まで天水田や水源の不安定な灌漑田が多かったことの背景条件になっていると推察された.

Areas in a river basin that can be reclaimed as paddy fields are strongly restricted by the river’s flow regime. Korea, like Japan, has a long history of rice paddy farming under temperate monsoon climate conditions. This study was conducted to analyze the flow regime characteristics of rivers in Korea from the perspective of water availability for rice paddy irrigation, including a comparison of the two countries in terms of water usability. For analyses, this study used historical daily flow discharge data for 10--30 years at 14 sites selected on major rivers of Korea. Results clarified the following points. 1) Low flow discharges of Korean rivers during the summer irrigation season (April-- September) at the yearly non-exceedance probability of 1/10 range of 0.1 and 0.2 m3/s/100 km2. 2) These low flow discharges can be attributed to two factors: rather scant precipitation during October--March, and poor groundwater storage capacity because of the geological features of the Korean mountains. 3) The reservoir storage capacities required for constant water supply in Korean rivers are several times larger than those required for Japanese rivers because the supply period from the reservoir lasts much longer in Korea. 4) These characteristics of the river flow regime have placed fundamental constraints on rice paddy development in Korea, resulting in a limited area of stably irrigated paddy fields under the run-of-the-river system and in late improvement of rain-fed or unstably irrigated paddy fields.
